I believe you have paper.
Brovira is certainly paper.
Definitely very outdated, so most surely unusable for conventional photo printing.
But there is hope!!!... Chemigrams

Chemigram practitioners out there would pay dearly for older paper like yours.
So, is it a wrong purchasing again?

I have used a lot of old AGFA paper, especially Brovira and every package was still good. It is the most durable paper I've ever found. (except maybe for some AZO and Velox from the 1940's.)
The white paper packages show CHLOR, which may be silver chloride, which is paper for contact prints. It's different from enlarging paper. Maybe other forum members can add more information.
