It turns out that even Agfa numbers are inconsistent - German prewar, postwar and US numbering is different. So Agfa didn't just use the same numbers twice, in some cases there are three different recipes referred to by the same number - and that is before adding the Ansco numbers to the confusion.
I've read in most forums that Agfa 120 is a developer only made by HYDROQUINONE. In the formula posted here, the developer didn't even contain hydroquinone. May be the one you posted is a different version of Agfa 120, or probably the formula you posted is already Ansco 120. Nomenclature problems, huh.
