Generalizations are made because they are Generally true...
If you left a working strength mixture out or in and enclosed container it is no good. I've never left the bottle tops off the stock solution so I can't answer that part of the question.

nope. should be used right after it's mixed as with most pyro formulas. it's so cheap I'm not sure why anyone would want to risk it.
