This thing is a light meter :) Set the aperture, ISO and you are ready to use it. You can zoom to measure smaller part of the scene. It calculates the exposure for displayed frame.

Unfortunately, as far I know there is no android phone with IR sensitive camera. I can only work on RGB image.

I had similar problem with no relief visible. The solution was to lower pigment concentration. Now relief on wet photo is very visible and still visible when dry.

If by standard you mean focal length close to film diagonal then it will be about 31" (800mm). This will be equivalent to about 43mm in 35mm film format.
But in this case film width is few times greater than height, so horizontal field curvature will be much stronger.
Maybe you could bend the negative? ;)
Then it will be much easier to fix the field curvature problem because you have panoramic format.
Ground glass could be made of acrylic so it should be...
