Tom is working on server changes that should improve overall system reliability. These changes won't have any effect on the forum software, however.
The PM system is designed for conversations involving short text messages. If you need to send images, or large amounts of text, it is best to move the conversation to e-mail.
As I recall PMs have always been restricted to text only, due to storage limitations. The URL insert doesn't store the image, so that is permitted.
