Possibly a little bit of flare. I also had this film in the car for over 3 weeks and I think the heat and such may have impacted it a little bit, at least the color film, which was already expired.
Your right - it is all about the water table in the salt pan.
The salt is sat on top of an ooze of mud - hence the dreadful smell off the salt.
It is possible to have the salt flooded in exceptional circumstances (after a lot of rain) and as it dried out you get the perfect looking salt hexagons.
As the mud dries even more, the salt hexagons buckle and break apart to give you what you have in your shot.
