Tear off a piece of ANY tape, stick it on your trousers briefly and voila, tape with exactly the characteristics you describe.

At better home and hardware stores, there is another 3M tape that is made for sensitive or delicate surfaces... (Like masking over existing house paint...) I forgot the name, but it is thicker but a very low tack adhesive that is used for applying paint stencils to walls... It sticks about as much as a Post-em note...
Ask them there, they should know what you (or I) am talking about...

This is what you want. It's Post-It note adhesive on a roll of tape. The box I bought said Removable Magic Tape. It comes in several widths, I bought both 1/2" and 3/4" at Dick Blick.

You need to be more specific about your intended application. Art stores sell drafting tape that acts like a removable masking tape. Paint and hardware stores carry various types of blue masking tape which are temporarily removable, but will get stubborn if left too long or if used out of date. More expensive varieties will tolerate being in place longer. There is a thin removable transparent Scotch tape available many places like Steve showed. There are tapes which are removable on one side but permanent adhesive on the other side. There is an 3M entire division of Post-It products, only a few of which are available from office stores.

Attachment 201942I use this "Scotch 3M Low Tack Artist Tape" for taping certain odd sized negatives down or onto the film holder while scanning. I found it in an art supply store. It does not leave any residue on the negatives.
