I think acetone will defeat thread-lock if that’s what’s holding it.

What technique(s) allowed you to remove it?

Few drops of acetone. Not sure if it made a difference or not but all of a sudden the screw was loose.

I took off the cover of a 1940's era Ilex shutter to clean. Got it running like new. I used a tiny amount of removable Loctite to reassemble. I don't know what they used in the 40's in the US but it sure held those little screws at just the right torque.
