As title really:

Is there such a thing as a cheap (less than $400) Petzval lens?

Is there a modern day Petzval lens?

Hmm, I didn't know they had. Is every projection lens a Petzval design? I still have a 35mm projector, would that have a Petzval lens? Wouldn't the coverage be poor for LF?

unfortunately no, not *all* projection lenses were petzval type but I gather it was a popular choice well into the 20th C
perhaps the good folk here might offer some specific examples to get you started ?
