Hello:
Is there a source for B&L 15/16" lens flanges?
Or is SK Grimes the likely fabricator of one for a 5x7 f18 Protar?

Any machinist or machine shop, including your local friendly high school machine shop teacher, can turn and thread a flange. They will need to have your lens in hand to thread a mating flange.

Why not try a WTB post in the FS/FT section for a flange . Could be a member here has put the cells to a B&L 5x7 Protar Series V in shutter. Leaving the flange and barrel to waste in the good old flange draw/ box .
As mentioned your next best least costly local machinist but keep in mind this lens is rare and not real valuable so don't sink a bunch in a flange.
lastly and connecting to my above suggestion is the things so small and nearly weightless that you can drill a small tight hole ( easier if it's a wood board) and then press fit the little guy and make images for no extra lay out.
I do understand your wanting the correct flange though, so good luck.
With small lenses a thick o-ring can work well along with tape for reinforcement.
