Anyone know where I can get Heico Permawash in Europe?

I don't think Heico exports its products. There is a very similar product available from www.fotomatica.it called BWORK Rapid Wash.

Commercial products available in Europe will likely be Ilford or Kodak. Either of their wash aids will do a great job.

Or, you can simply make your own wash aid, cheaply. Here's a recipe

Hypo-Clearing Agent (One Shot Use)
Water (125º F) 1 liter
Sodium Sulfite 20 g
Sodium bisulfite 0.2 g
Water to make 1 liter

I simplify the above to 1 Tablespoon of sodium sulfite and a pinch of metabisulfite per liter. You can leave out the metabisulfite entirely and reduce capacity by about 10%, giving you an economical, one-ingredient wash aid.

That is exactly what I use—it's quick to mix, cheap, and effective.

FWIW, most wash aids are primarily sodium sulfite plus a buffer and a sequestering agent. Since you really only need the sulfite to clear the film, I'd recommend just buying the raw chemical and mixing your own. Also good to know, 1 Tablespoon sodium sulfite is roughly 22g, so you can figure the mix easily. Exact proportions are not critical for either wash aid or the Polaroid clearing bath.

And, I imagine the Ilford product would work fine, but you'll have to check.
