American Frame but you have to buy quantity to make it worth your while. http://www.americanframe.com/AmericanFrame/Framing.aspx?ne_ppc_id=1189&ne_key_id=11774318&ne_sadid=7931146499&gclid=CPaKnPX_z6oCFcPBKgoddi8w2A

I buy mats in quantity from www.framedestination.com/. As Greg noted above, buying in quantity brings the price per mat down. I cut my own when few of one size are needed. Hobby shops or dollar stores may have less expensive mats, but rarely in the traditional 4x5 size.

Do you have a local framer? Craft store?

That's a tiny border, thin mat board may crimple unless you cut the hole in a larger piece first, then trim to the outside size.

Most of the ones I've seen are 3-1/2x5 oval for 5x7 frames, ok if you are doing single portrait, mostly useless. I have a friend that has a frame business and she cuts anything I need for cheap. Make friends with a framer.
