I tried to find something about this petzval, I am not sure whether engravings M.Weingartshofer in Döbling bei Wien say about the owner or the seller in Wiena. Anybody heard anything about it? The lens is 8inch and seems to be f3 fast.
There is a scale on the barrel too.

Nice link - but doesn't confirm whether a maker, just the retail outlet or other. The machine english translation is really hilarious!
My guess about "M.Weingartshofer" is that he is an importer as his address would not have been a shopping area - or a small producer of petzvals.
It stay MADE IN AUSTRIA: Austrian photographic products, so suggests a producer?

Interesting list of minor Austro-Hungarian producers on the first link. Voigtländer seems to have attracted competition in the towns where he was established. First Vienna (although Dietzler started at the same) and then, later on at Braunschweig (Brunswick). Quality of the vienna makers suggest that, like Brunswick, they are ex-employees of Voigtländer - or at least used Voigtländer as a benchmark as regards quality.
