If you've worked with Packard shutters for awhile, you have probably found cracks in the shutter blades or glued shutter blades repairs in used shutters. Sometimes glue repairs work well enough, but I've found a tape for repairs that works better for me. The is tape is 3M Scotch 850 tape. What is different about 850 tape is that it is thin and does not stretch, because it has a polyester base. You can see the tape at work on the blades of this shutter is upper right, where I used 850 tape to replace a failed glue repair on a 4-1/2 inch diameter shutter.
