I have a box of Ortho film to expose and wondered if D-76 soup will work to process it?

Yes, it will.

You can even process it under a red safelight.

I think that I processed litho film, that is ortho, in paper developer. Can't remember for sure. It's been almost 30 years since I did that. YIKES! Time goes by.

Yes, as long as you are not trying for a big buildup of contrast, i.e. you want the tonality normal to whatever ortho film you have. Jump to Dektol / D72 for somewhat more contrast, and to D-19 for serious contrast increase.

Kodak D-72 - same as Dektol - for film or prints. Neutral tone print developer, High contrast film developer
Water 125F . . . . . . . . . . . 500 ml
Metol . . . . . . . . . . . . . . . 3 g
Sodium Sulfite anhyd . . . . .45 g
Hydroquinone . . . . . . . . . .12 g
Sodium Carbonate anhyd . . .67.5 g or 80 mono
Potassium Bromide . . . . . . . 2 g
Water to . . . . . . . . . . . . . 1L
Dilution: 1+1, can also be diluted 1+2, 1+3, 1+4.
Increasing dilution lowers contrast.
Starting point development time: 4 mins (film), 2 mins (paper).
Increasing or decreasing development time will increase or decrease contrast.

Kodak D-19 high contrast developer
Water 38°C. . . . . . . . . . . . .500.0ml
Metol . . . . . . . . . . . . . . . . 2 g
Sodium sulfite anhyd . . . . . . 90 g
Hydroquinone . . . . . . . . . . . 6 g
Sodium carbonate anhyd . . . .52.5 g
Potassium bromide . . . . . . . . 5.0 g
Water to . . . . . . . . . . . . . . .1 L
Processing at 18-21°C. .... development time at 20°C in tray is 4 minutes, in tank 5 minutes
