Or is the lever just for controlling the diafragm?

I can't find any info, exept that it is for 13-18cm, and the seller
tells me it is a dopple anastigmat, but it doesn't show on any
of the pictures,

any educated guesses?

Looks like the aperture lever. Since the apertures seem to be marked in "opening size" and not f-stops, chances are that it really is a Doppel-Anastigmat which was sold as convertible. Instead of two aperture scales it has one, and a table to look up the aperture depending on focal length.
