(Ought to be sub-titled is it 100ASA or not).
What do you do with the stuff to get the full 100ASA?
You can't stick it in with another 100ASA film like Shanghai or ERA, unless you drop the rating a stop.
Maybe Foma 100 doesn't like Rodinal, which is what I have been using exclusively so far.
I have had the same trouble using 120 roll Foma 100 with my Holga.

You could try using Fomapan 200...

I was rating Foma100 with Rodinal at 80asa with a N developing time of 8 minutes at 20c.
The biggest problem I found with this combination was both film and developer seemed very punchy and hard to control highlight detail.

I've since swapped back to Delta 100 and D76 which I prefer over the Foma/Rodinal combi.
