Are they the same film, with different brand labels?

Yes, they should be the same film. The original label is Forte and the film is made in Hungary.
These films are rather 100 than 200 films, especially if developed in e.g. PMK Pyro. On the other hand they are great in pyro developers.

That is also my understanding. Bergger BPF, JandC 200 and Forte 200 are all made on the same coating machine in Hungary. When the film is cut and boxed the labels are put on.

However, even though they are the same don't be surprised to find significant variations in terms of speed and contrast between different batches, perhaps due to aging. However, regardless of label I agree that its true film speed is closer to 100 than 200.
