Been offered this lens and the seller seems confident it will cover 11x14. Will this lens cover the format?

Rodenstock specified a field of view of 64 degrees and an image circle of 435mm, both at f/22. If the actual 11x14 image area is 10.75" x 13.75" (a guess on my part) it will have a diagonal of 443mm, very slightly greater than the specified lens coverage. So while it'll probably cover at infinity since the illuminated area is likely larger than the specification, you'll have no wiggle room.
Is there any chance you can try it out prior to purchase to see if it works for your kind of photography?

What kinds of subjects do you want to photograph with it? Near or far? Remember that you gain image circle from the infinity spec as you extend the bellows to focus closer.

IMO, the 355mm G Claron is still the best option in the 14” range for ULF, albeit slightly slower aperture.
Buy right; buy once…

Buy right; buy once…Lachlan i bought a 355 g claron from a member here about 6 or 7 years ago that came with fungus and was unusable. I never got to shoot with it. Incredibly disappointing.
Typically taking photos of landscapes/trees. So most likely would use some rise movements. Probably best try find another g claron . How disappointing.

Mathematically, to get an IC of 443mm with a 360mm lens, you need an angle of coverage of about 63°, so your right there -- barely.

Another option you might watch for is the 360mm Apo-Symmar, which has a specified image circle of 491mm at f/22 and infinity focus. I've actually used one on an 11x14 camera and verified that I had room for some front rise with a subject at distant focus.
I have the Fuji W 360/6.3 and use it on 11x14. Data I have seen is that it is a 68 degree angle of coverage with a 485 image circle (perhaps optimistic). My 11x14 GG has clipped corners, so it easy to see what aperture I need to avoid mechanical vignetting. At infinity I need to use it at f22 or smaller aperture and do not have much movement...I try to use back axis tilt/swing rather than front tilt if possible.
No problem when I use 5.5"x14" and center the lens on the film.
I used a G-claron a couple decades ago on 11x14 -- it was sweet (but not mine).
The Fujinon literature on their W 360mm f6.3/6.5 lenses is pretty screwy. The early ones list an angle of coverage of 80° (obviously an error), and a 485mm IC (correct). The later literature, like for the CM-W, list a 68° angle.

The Fujinon SW 300mm f9 lens offers 720mm image circle. Special order, only a handful were made like 3 or 4, of which one is in the Fujinon lens museum.

If you’re up in Vic with the camera, let me know and you can use mine. Or, if I get down there in June/July, I’ll message you.
