No, it's an age old method of tracking website visitors by third party. Every third party that incorporates a 1 pixel image gets their own logs of website traffic (particularly the page URL along with visitor info) It's keeps advertising honest, but it's also concerning for privacy if too many parties are collecting your surfing data.

Most 1-pixel images use the "0" bit instead of the "1" bit.
