Sinar 4x5" back for Norma rear standard?

Does the newer 4x5" backs (F or P) fit the rear standard for a Sinar Norma (I mean the whole thing; the frame that fits into the rear standard plus the groundglass part)?

If I understand you correctly, yes. The frame and the GG parts on my Norma are the "newer" black ones. I personally like it because it has 2 small levers that facilitate loading 4x5 film holders in the back.

And they will drop in but won’t let the sliding locks close completely on a Norma 8x10 reducing back...or at least not on the one I have

I found what I think is an original Norma back for the little one, so I am good to go - just need to wait for the postman to deliver it.

They interchange perfectly 4x5 to 4x5. I can't comment on reducing backs.
