I am looking at a Jobo CPA listing on the auction site with serial number 1000X, and the seller claimed that European models have different serial numbering system, and that the machine is capable of running expert drums. Is this true? Referring to the list on http://www.jobo-usa.com/resources/faq/18-why-are-jobo-cpa2-cpp2-serial-numbers-important it is obvious that the machine is actually the first generation from the 80s, but I am not so sure any more.

I've never seen any information indicating separate series for different regions. I'm skeptical of the idea; the total number of these machines produced has been pretty small. Unless there's strong evidence indicating otherwise, I'd assume this is an early-production unit.

But if there's any doubt, why not ask Jobo...

That's within the original configuration s/n looking on Catlabs. This motor is inadequate for expert drums. There's been 3 upgrades to the drive motor (the 3rd being the current CPP3) . If you plan on using a 3005 8x10 expert drum, I would pass. That machine is over 30 years old. Jobo has always made great machines, it all depends on condition and what you want to use it for.
