If one has a Sinar shutter without the associated shutter release cable, are there ways that one can still use the shutter? Or, is it necessary to find the Sinar shutter release cable?

Yes you need the Sinar shutter release, because he is much longer then the normal ones und also thicker!

I bought one of these on Ebay and it works well.

I assume the "commercial" reserve release has a return spring?

For short and straight lengths, there is sufficient "backlash" in the Sinar Copal to secure a clean return after firing - without the need for a return spring in the release. Here is a a DIY system that acts a travelling back-up.
