16 inch flash cable with one end being the standard pc connector and the other very much different as the a very short straight nose followed by (what seems to be) a (metallic) conical collar, followed in turn by a plastic conical section.

Mods if appropriate move to another section.

Looks like a device-specific plug to a small on-camera flash. No idea whose brand it might be, though.

That's the cord for a Rollei flash, like the E36 RB to a PC contact on a camera shutter. It is actually a PC tip on both ends with a locking collar on the end that attached to the flash unit.
