Does anyone know what the thing is attached to this lens. It is not mentioned in the description, but it appears to be adjustable. Is it simply some sort of variable lens shade?

Sure looks like a collapsible lens shade. Seems excessively finicky to me, but kind of fun, and definitely cool-looking.
