Are Copal and Packard shutters the only manufacturers left today?

Mechanical shutters yes. Then there are electronic shutters like the Rollei and the Horseman (although the Horseman is simply a Copal with stepper motors).

Melles-Griot is still making electronic shutters too--

Mechanical shutters yes
... at least mechanical shutters adaptable to view camera lenses.
To the best of my knowledge, Prontor CF mechanical shutters are still manufactured by Prontor Werke (Zeiss Group) for Hasselblad lenses !! But Compur and Prontor mechanical shutters for view camera have been discontinued since ~2001 or so.

May be we should add to the list the chinese-made 1/300, size 00 mechanical leaf shutter for the Seagull range of 6x6 cameras ??

And Schneider-Kreuznach now offers a range of electronic view camera leaf shutters different from Rollei's.

There's also Uniblitz (www.uniblitz.com), but we're getting a fair way from View Cameras now...

Not to mention the mechanical focal plane shutters being sold in a couple "Voigtlander" Bessa 35 mm models. *Miles* from large format usefulness, unless you can figure a way to mount one between elements of a large lens.

To me, it's sad to think of leaf shutters going all electronic -- a mechanical shutter can be repaired, potentially even centuries after it was last used, if necessary by fabricating replacement parts, and metal parts have the potential to last centuries even in regular use, but electronics have a limited power-on lifespan, even if the batteries don't become hopelessly obsolete (batteries can be substituted, of course, but an IC chip may be impossible to replace when it fails, even if that's only twenty years from now).
