Rolling paper with emulsion inside or outside

Should it be better to roll DW fiber based paper once threated with the emulsion inside or outside?
Paper will have 20" and 30" wide x 72" length.
Is a 8" diameter roll considered as safe? My intention is to insert papers in Poly Tubing Plastic Bags and store them unright.

There is a natural curl of the roll paper with the emultion on the inside. This is how I would roll it but not too thight .
