I intend to stand develop 8 sheets of 5x7 film in a hanger tank which takes 3000 ml of developer. Which quantity (ml) of Rodinal should I take?

On the Adox Adonal page which is fairly standard, for 4 sheets of 4x5, you need a minimum of 5mL. I think if you were to do 1:100 stand development you'd be pretty safe with 30mL of rodinal and 2970mL of distilled water. You would have plenty of extra developer in that case

I thought the minimum was 10ml of stock solution but it seems there are many who get away with 5ml ...

Quoting the Agfa Rodinal processing pamphlet:
"Yield
One-shot developer: with 500 ml concentrate about fifty films
(135-36 or 120 roll-film) can be developed."

That's 10ml per 8x10 equivalent, i.e. one 8x10 sheet, four 4x5 sheets, one 36 exp 35mm roll, or one 120 roll.

Rodinal wants infrequent gentle agitation.
I expect those who use less concentrate agitate more aggressively.
Doing so defeats the compensating effect of the developer.
