I see a lot of these lenses listed for sale as being "Apo" lenses, but I cannot find one single piece of literature, including Sinar catalogs, that actually say they are true apochromatic lenses.

Are they, or aren't they.

Sinaron S = Apo Sironar N.
Not true Apochromatic lenses. But nearly so, so Rodenstock used "Apo" as a marketing term.
I have a Sinaron S 300mm f5.6, it's a really good lens.

Rodenstock's description of the Apo-Sironar-N:
"The six-element Apo-Sironar-N bears the "Apo" designation without restriction despite its very advatageous price."

From a Linos/Rodenstock product brochure undated, but obviously after Linos bought Rodenstock.

You might find this article interesting: Achromat, Apochromat, Superachromat - What is the Difference? (http://www.dantestella.com/zeiss/achromat.html) by Dr. Hannfried Zügge, group manager, Carl Zeiss optical design department

No lens is perfect and no lens is perfectly achromatic, rectilinear or anything else. These are matters of degree. Even the so-called Superachromat is only "top-class".
