Bryan Peterson and Freeman Patterson both have books on this. It's a very difficult thing to teach. I've attended a Barnbaum Death Valley workshop and he speaks about seeing a bit on that. Personally I think this is a very innate talent that you can improve by forcing yourself to constantly look for things. Sometimes I'll carry a 4x5 viewing card with me and just look for things, frame them, consider perspective, etc. No camera, just focusing on looking and composing. It's helpful for me. Best of luck.
