First prints look good but my times are all sub15 sec at f 32. Smallest aperture on lens.
Any reason to not put a nd filter below the lens?

Agreed, I use nd filters in the filter drawer of a Beseler condenser head when the negatives are thinnish.
ND optical filters are wickedly expensive.
Rosco Cinegel ND sheets are $6 for a 20x24" sheet and available in N.3, N.6 and N.9 (1, 2 & 3 stops). The optical quality is as good as a Wratten gel. Available from B&H & Co..
You could also get a variable ND filter; I got a very good one from China for about $40, and it's 82mm. They're on eBay.
