This is a very basic question: At one end of the slot that the screw travels in on the top of my Gitzo 1370M is a little rubber stop. Is this rubber stop remo vable so I can remove the 1/4 inch screw and replace it with a 3/8 inch screw? Thanks.

Yes...
It also keeps you from losing the screw while carrying the tripod without anything attached to it.
