Staples offers a discount on new cartridges if you bring in the empties.
We have a local supermarket chain that offers a refilling service. Don't know how well it works - still waiting for the cartridge that my wife took in last month to be refilled.
Epson will take them back, though unlike HP, they don't offer free mailers:

Some towns have recycling programs that accept inkjet cartridges as a distinct category.
Just take them to Staples, At the end of the month you then can download a credit slip, good for anything in the store, including new cartridges, software or printers. Just returned 7 catridges last week.
At Staples you become a Rewards member (it's free). You get $2 per cartridge recycled (up to 10 a month). You also get 10% back on your ink purchases. You also get 10% back on ream and case paper and any copy center work. The rewards are issued monthly (or as soon as you hit $10 in rewards). You print the rewards at home. You can spend it on anything in the store.
