On/Off sw for html in messages

After trying unsuccessfully to embed an img src tag in a message, I noticed that in the Posting Rule box near the bottom html was switched off and there is no link to toggle it. I couldn't find any account options that would switch it on.

Is html disabled by the site admin?

Yes, html code is globally disabled; use the [IMG]*file*[/IMG] tags.
