What Happened To The New FS Policy?

A few weeks ago there was a proposal made to require participation here for some length of time before FS ads could be posted. I've forgotten the details but the general idea was to keep people from joining only for the purpose of selling something. Almost all the responses were favorable. But I continue to see people posting FS stuff with their first or second posts. Was the policy not implemented or am I forgettng something about it?

I think the policy was people needed to be a member for at least 30 days before seeing the FS section and not a posting minimum.
