Bogen 3046 Trouble

Hi
I recently bought a used bogen 3046.
However, when I tried to mount a head, I noticed that the connetor screw that is suppose to stick out of the mount is not "out".

I really just have no idea what to do with it. It does not appear to be broken off, and i can see the screw in the mount.

Does anyone have any information on this type of tripod?
