Filter Question for b/w film

It seems the only issues are with moving objects like water. [...] And, this isn't for every image, and as the last two examples show, definitely not with moving water or shadows.

Well see, the movement in the water is exactly what I wanted to shoot. I have no interest in doing this with static objects because (IMO) it's a pointless endeavor. I think the technique can be used to capture something unusual and different, which is what I did. Otherwise it is a technical exercise. Just illustrating what/why I do it.
