My father in law is a blinker; to a lesser degree, so is my wife. A technique that works often, but not always, is to count aloud "1, 2" and release the shutter on "2". People expect the shutter release on "3" and the blink reflex in the exposure is sometimes avoided. A variation on this is to count to 3, pause while the blinkers blink, then release the shutter on the unverbalized "4".

-basically -select (I use lasso) -> apply feather or refine edge (guessing ken used maybe 3 or 4 feather since file was small) ->adjust levels or curves to darken and add some local contrast -> bob's your uncle !

In Photoshop, there are often many ways to accomplish something. I used the Burn tool.
In the options bar, select shadows. Choose a small % and slowly darken the areas inside the eyes.
