I have a Pentax Spotmeter V that needs to be repaired. Who in the US can repair this light meter?

It's still a current product. Try Pentax:

Sent a repair to the Golden, Colorado address a while back. Two words that describe the event. Slow and expensive. Learned my lesson quite well.
Better choice is Richard Ritter at:

I got my meter back pronto so I could get back to using it and the charge was more than reasonable. Richard is a photographer as well as a repairman and does good work.
Cheers!
I had my Spotmeter V CLA'd by Mr. Ritter and he does great work at a reasonable price.
Also, there's Quality Light Metric in Los Angeles. Address is 7060 Hollywood Blvd., Suite 415, Los Angeles, CA, 90028, (323) 467-2265. They get good reviews, but I've never used them.
Good point. It's worth noting that Ritter is something of a specialist in the Pentax and Soligor spot meters, dating from his involvement in the Zone VI modifications for those meters.
Note also that Richard Ritter does the Zone VI meter modifications to make the Pentax Digital Spot.
Ted, unless something changed in the last six months, I don't think he does the actual Zone VI conversion (if that's what you meant), but does work on them. See http://largeformatphotography.info/lfforum/topic/498868.html#518976 where he talks about this himself.
Also, I was wrong above about Mr. Ritter doing a CLA. He actually replaced the whole circuit board in my Spotmeter V that got fried somehow. He did the actual work quickly, but it did take about a month to get the part from Pentax. It's still working great now. Funny thing about that was: when the 'V' meter died, he already had my Pentax Digital doing a repair on that after I dropped it and drove the battery up into the head of the thing. What are the odds of both meters going down like that at the same time? Luckily he got my Digital back to me quickly (he must have had the part(s) for that on hand) and I was only meterless for a few days. Anyway, I was quite satisfied with the whole experience.
Quality Light Metric did a nice job on my Spotemeter V.
I send all my meters to quality Light. Good work and fast turnaround.
The pentax digital might be a special case for Richard.
