I personally found there to be a significant difference between 1900dpi and 2400dpi. Maybe that's just me though. I always scan at 2400dpi now (mostly Velvia 50 & 100), and have excellent results...
Can't really answer the rest, but I've used the Shen Hao with the bag bellows with a 210mm lens fairly successfully. It's probably as long as I'd go with that bellows.
