    How or where are you drying your negatives? It looks like airborne dust on the negative so a rewash may not do much. A clean and dust free as possible drying area may help more.

    I think you could just go with the stabilizer if it is that easy to get in China. I'm not sure how much more archival a 30-45 second wash is than the stabilizer.
