When I was in and out of New York for work, fifteen years back, I used to buy Ilford film at B&H for about half the price I could get it in the UK. These days I make a lot of visits to the family in Berlin, so it's FotoImpex for me for Adox and Foma. In the UK, Silverprint and AG-photographic both supply 4x5 sheet at not too hideous prices (e.g. AG have Adox CHS-II at 38 quid while FotoImpex have it at 29 Euros).

I typically buy expired colour film from the US.
So far I've not had any duds, but I'm getting a bit more adventurous so that may change - latest pick up was a 50 box of Vericolor III, 1999 expiration for ~ $90 USD including shipping.
My workflow is to scan, so fingers crossed I can make any required corrections. I also develop myself so can do a test sheet and adjust accordingly.

There is no point tormenting yourself you can buy film cheaper in the USA than in the UK - because when you include all the shipping costs and taxes - then its all about the same price.
Foma and other manufacturers are cheaper than Ilford if the cost is prohibitive
