I recently found what appears to be a print developing tank for 20x24" prints at a local thrift store - it has two removable caps as well as a trough that goes down the middle - it looks like you pour the chemistry in, which gathers in the trough, then you start agitation.

Does anyone know if there are only the three parts? Are these useful for developing film as well?

You have it right. There are only three parts. It's a daylight processing tank. Beseler sold a motor base in two flavors to agitate the contents. The simpler of the two simply turns one direction and rolls the drum for as long as you need. The fancier version will reverse direction. I've not used them so I can't speak to their usefulness for film. They were sold to process color print papers.
