Is the epson v700 capable of scanning 6x17 ?

Yes.

Epson V750. It is wet mount capable.

The Betterscanning MF holders with or without ANR glass will hold two 6x17 negatives in either 700 or 750 scanners.

Once again, depends on what you want to do. I use a drum scanner, its all sharp all the time. I love it. If you want to make 8x10 prints, it doesn't much matter. Going larger, it might, depends on size, color or black and white, how you like to print, what your skill level is, etc., etc. This subject has been discussed to death, you might poke around....
