Yes. It was printed April, 2004 and #9 WAS the last issue. Judy may still have copies available. Same e-mail address.

My understanding is that issue #9, which came out in 2004, is the last regular number that Judy Seigel plans to issue. It is possible that she may publish a special number at some point in the future but if so I have not heard of it. Judy posts to the alt-photo-process list with some reglarity so if there were a new one on the way I think she would have mentioned it by now.
